UK Regulation and Compliance
Research reference materials can be lawfully supplied in the UK for laboratory and scientific research, provided they are not marketed or presented as having therapeutic value for human use. This article sets out the legislation, the role of the MHRA, and what the research use only category actually requires.
Two pieces of legislation matter most: the Misuse of Drugs Act 1971, which classifies controlled drugs, and the Human Medicines Regulations 2012, which governs the marketing, supply and sale of medicines in the UK.

The Medicines and Healthcare products Regulatory Agency is the UK government body responsible for ensuring that medicines and medical devices work and are acceptably safe. Its role is comparable to that of the FDA in the United States.
For research materials the MHRA position is clear. Materials may be lawfully sold and purchased for research and laboratory purposes, provided they are not marketed or presented as having therapeutic value for human use. Once a supplier makes health claims, suggests human administration, or markets a material as a treatment or supplement, that material is being presented as a medicine. Without MHRA authorisation, that is a regulatory violation.
